Following the 9/11 terrorist attacks, the United States government initiated an exhaustive review of the nation’s domestic secuirty programs and processes. The purpose of this review was to uncover all weak links in the system that may have failed to prevent the attacks, and to eliminate opportunities for additional attacks. Under the direction of the Congressionally mandated “National Commission on Terrorist Attacks Upon the United States” (commonly referred to as the “9-11 Commission”), the government set out to identify areas of vulnerability in the nation’s domestic security processes, and to recommend changes that would correct those weaknesses.
