Few areas of U.S. commerce come under as high degree of scrutiny as the export of defense-related products. On the one hand, increased terrorism threats have forced the U.S. government to tighten controls and examine every shipment leaving the country. At the same time though, U.S. manufacturers must remain competitive on the global market, and help provide allies and friends with products they need to maintain strong defense networks.
Not surprisingly, U.S. exporters must contend with several regulatory mandates, including the State Department’s International Traffic in Arms Regulations (ITAR) and the Commerce Department’s Export Administration Regulations (EAR). The regulations are complicated, and change constantly.
